    glewis:

For a watch to display "swiss made" on its dial the following restrictions apply.

80 percent of mechanical watch production "costs" and 60 percent of electronic watch production "costs" must be attributable to operations carried out in the country.

Raw materials, precious stones and batteries would not factor into production costs, but prototype development and "all technical construction" would have to be carried out in Switzerland.

With Breitling, although all technical aspects (research, testing, assembly and repair) are carried out in switzerland, many modern materials such as possibly gold, titanium and the stainless steel used in crowns, bracelets and casings may have to be sourced from foreign suppliers. So if these factors add up to a total of >20% for automatic watches and >40% for quartz watches then the watch cannot be labelled as "Swiss" under new guidelines imposed in July 2007.
